Re-syncs the account's offers from the provider on demand, then returns the catalog. synced is false whenever no refresh happened this call, whether from the per-account cooldown or a failed provider pull (the two are not distinguishable here); the returned catalog is the stored one and may be stale. Requires a connected offer integration.
